City & Guilds and CIPHE Join Forces to Tackle Plumbing Skills Shortage
City & Guilds and the Chartered Institute of Plumbing & Heating Engineering (CIPHE) are collaborating to address skills gaps and enhance training standards in the plumbing and heating sector, reflecting growing concerns about the industry's ability to meet current and future demands.
This alliance aims to tackle pressing workforce challenges by improving training quality and expanding access to educational resources. Both organisations bring significant experience: City & Guilds is a well-established vocational education organisation, while CIPHE serves as the professional body for plumbing and heating engineers in the UK.
The partnership between City & Guilds and CIPHE responds to findings highlighted in City & Guilds' report, "Foundations for the Future: Building the Skills to deliver 1.5 million homes," which noted recruitment struggles among training providers. Skills shortages present a significant challenge to the UK's housing and infrastructure plans. CIPHE has previously warned about the growing skills gap and its scope impact on meeting the UK's housing and infrastructure demands.
The collaboration will focus on several key areas. These include developing co-sponsored Train the Trainer programmes to accelerate capacity building in the education sector, raising awareness of career opportunities to attract new talent, updating qualifications and assessments to future-proof training routes, recognising skilled workers and promoting lifelong learning, and supporting the Worshipful Company of Plumbers’ bursaries and awards. These efforts aim to create a more robust and skilled workforce.
CIPHE's 2024 Education Survey highlighted strong support (90%) for Level 2 and 3 apprenticeships and the Experienced Worker Route, indicating a desire within the industry for accessible and diverse training pathways. Apprenticeships are a traditional route into the trades, providing structured learning and on-the-job experience. The "Experienced Worker Route" recognises that many individuals already possess valuable skills and experience but may lack formal qualifications.
The plumbing and heating industry is also undergoing technological advancements. The increasing adoption of smart home technologies and energy-efficient heating systems requires tradespeople to have updated skills. Therefore, updating qualifications and assessments is essential to keeping pace with these changes. Recognition of skilled workers is an important aspect of professional development. CIPHE membership, for example, provides engineers with professional recognition and access to resources and training. This type of recognition can boost confidence and career prospects. The Worshipful Company of Plumbers, with its long history, also plays a role in supporting education and training in the plumbing industry. Their bursaries and awards help individuals pursue careers in plumbing.
By addressing the skills gap and focusing on continuous professional development, this alliance aims to ensure a competent and qualified workforce for the future. The collaboration between City & Guilds and CIPHE is a strategic response to critical workforce challenges in the plumbing and heating sector, focusing on upskilling and future-proofing the industry. Both City & Guilds and CIPHE have Royal Charters, highlighting their long-standing positions within the education and training landscape.
